Players are not the only characters here. After all, some important figures of the Citadel are NPCs, for now. So here's a subject so you can share your NPCs, character that can have their importance in RP but without enough depth to be playable characters.

Location: Tale District, most of the time near the Judgement Hall
Interest: She's the Tale District Mayor.

What to know about them? She's from Undertale. She want nothing more than to help every monsters to have a better life. She's against most decision of the Council but keep being elected.

Name: The Boss
Location: The Fell District, In the Boss Building most of the time.
Interest: He's the Mayor of Fell District, the Head of the Fond company and the richest monster around.

What to know about them? He's from Underfell. He's always polite. Married to a Mettaton called "Vedette". Lives with 5 different Sanses and consider them as his brothers. (2 Fells[ one confident and one submissive who can't be separated from his leash], 1 Swapfell, 1 Swap and ~~1 Tale~~[played] )

Location: Swap District
Interest: She's the Swap District Mayor.

What to know about them? She's from a Fell Universe. Widdow. She's all motherly and sugary when she meet you. But if you're too weird or too violent, she'll politely ask you to leave her district and never return.

Interest: BigMama's assistant
Physic: Cute and small SwapSans, always wearing a full body armor. Smile a lot.
What to know about them? Almost always around his "Mama", he act all cute and innocent. But if someone who don't belong to the Swap Disctrict displease BigMama, he'll hunt them down.

Interest: Head of the Council
Physic: Classic Papyrus, same body armor, smile and attitude.
What to know about them? He can't be aproach. His Sans protect him better than anyone. He represent all Skeletons in town and everyone seem to love him.

Location: Tale District, the Judgment Hall
Interest: Member of the Council
Physic: Swap Toriel, she wears her armor and her crown with dignity.
What to know about them? Very calm, she tries her best to be the link between the Toriels and the Asgores. Always try to find a peaceful way.

Interest: Member of the Council
Physic: Fell Undyne, she wear Asgore's crown. She try to look more regal but she really seem uncomfortable in her Empress attire.
What to know about them? She represent every Undyne. She believes in the Talion Law and never forgive anyone.

Interest: Member of the Council
Physic: Swapfell Alphys, she's huge and prefer the leather look than any royal attire.
What to know about them? She only speak with sign language. She represent all Alphyses so she doesn't have a lot of work. She do her best to give restrictions to the Scientist of the city.

Location: Tale District, the Judgment Hall
Interest: Member of the Council
Physic: Mettaton Ex with sunglasses, a crown and a dazzling cape. All of him cry "look at me!".
What to know about them? He represent all Ghost. Have great ideas and promote more freedom for the Districts. He's the one who communicate any decision from the Council.

Name: Dr. Crack
Location: The Fell District, works in the industrialized areas with a private laboratory.
Physique: An Underfell Alphys, cracked lenses, faded blood stains on her lab coat.
What to know about them? She's a scientist/doctor with basically no moral compass whatsoever. This makes it rather useful for those who need things concocted or created that aren't exactly approved of by the law.

Name: Smoke
Location: The Sin District, works as an entertainer in Fellby's bar, The Slow Burn.
Physique: Wears normally tattered clothing, befitting of the district he resides in. Has cracked, scarred bones and the telltale golden fangs that replaces his original teeth. Though at work he can wear various costumes for whatever he needs.
What to know about them? He actually takes pride in his job, despite the fact he's basically a glorified stripper. In his mind, he's helping other Sanses, considering he couldn't save his own Sans from the human in the Genocidal timeline he came from.

Name: Bunny (Mettaton)
Location: Sin District, at a club called 'Floodgate'
Interest: As the owner of the club where Warden both works and lives at this point in time, They're going to end up showing up sometimes.

Physic: They're a sleek, clean robot in a place that doesn't seem to reflect their taste very well. Usually you'll see them very dressed up during work hours, with 'clothes' that seem incredibly nice and a winning smile. Otherwise, they'll be dressed simply but well, usually keeping themselves as clean as possible so that they don't lock up at any point in time. Nearly all their outfits are holographic.

What to know about them? he may look nice, but behind his showy act he's probably not likely to be your friend. His attitude might not be good, but he has the skill to back up his sass, having learned both how to cook a meal and put on a show, depending on what the situation calls for. Their establishment, 'Floodgate,' is quite fancy for where it is, although that's not really saying much when most of the buildings in the Sin District aren't even built well in the first place.

Name: Scarlet or Scar for short (Fell!Sans)
Location: Boss Tower
Interest: First Brother of the Boss
Physic: He's a very classical Fell!Sans. He's big, large and has a golden tooth. He often weare the classic attire with it, the big vest and the collar.
What to know about them? He love bad and cruel jokes but if you try to touch one of his brothers, especially Comic, you have to run.

Name: Speedy (Swap!Sans)
Location: Boss Tower
Interest: The Swap brother of Boss
Physic: Little, cute and like to crossdress. He's full of energy and can shape his baby blue eyes fonction of his emotions.
What to know about them? He's totally innocent and clueless about sex. He's confident about himself and consider Boss's family as his own. He's protective and can have strange reactions but his good will and his enthusiasm is always welcome in the family. A happy go lucky little guy who call himself the mascot of the family.

Name: Leash (Fell!Sans)
Location: Boss Tower
Interest: One of Boss's brothers. Speak mostly in sign language.
Physic: Frail and little for a Sans, he always seem scared. He always wear a collar with a old leash attached on it. He scream when someone try to took it away. He have a lot of scares all over his bones except his head. He mostly wear a simple shirt and a short, nothing more.
What to know about them? He's really attached to Boss. Had a hard life in his previous timeline and in the citadel, he have a lot of problems. He still like his brothers as long as they don't touche him without permission.

Location: Boss Tower
Interest: Last of Boss's bros
Physic: A chic and elegant SwapFell Sans. Always wear violet and purple outfit, based on victorian fashion. All of his bones except his face are covered. He's really thin and like to wear his cloth really close to his bones.
What to know about them? He's really accomplice with Speedy but seem to be in constant competition with Scarlet. He's intelligent and like luxuries.

Location: Fell District
Interest: Concierge of a building in town, little brother of Butcher
Physic: He's huge and scary at first sight. His teeth are crooked and he always wears mittens. He wear the classical Papyrus Battle body and sometimes an apron.
What to know about them? He depend on his brother most of the time but live his life like he want it to be. Every night, he prepare big quantities of food to give them to the starving monsters who come to his home. He's friendly, maybe too much and innocent as can be. He's not really bright and is really sensitive to emotions.

Physic: A night blue Grillby from a strange timeline. He's wearing a pink jacket and a light blue pant and seem like a nice guy.
What to know about them? He don't like the light. He only like the one he makes and live in the basements of abandoned homes. Some say where he pass, there is always screams and dust....
